It is the appropriate choice for enterprises where data resides across multiple cloud platforms, on-premises systems, and third-party sources, and where the primary challenge is connecting and governing this estate rather than reorganising ownership of it. For organisations in highly regulated sectors — financial services, healthcare, and utilities in the APAC context — where centralised governance and audit trail completeness are non-negotiable, data fabric provides the control plane that decentralised mesh architectures make inherently more difficult to enforce.

Data mesh is primarily an organisational transformation with significant change management costs — plan for 18 to 24 months to reach operational maturity for the first three to five domain data products, with ongoing investment in the self-serve platform layer. Data fabric is primarily a technology investment with significant vendor selection and integration costs — enterprise-grade data fabric platforms from vendors such as Informatica, Talend, and IBM represent multi-million dollar commitments, and integration with legacy systems in APAC's mixed-vintage enterprise landscape frequently exceeds initial estimates. The hybrid approach compounds the complexity of both, and should only be attempted by organisations with strong data engineering capability and executive sponsorship at the C-suite level.
