It must answer four questions unambiguously: which AI systems require ethics review before deployment, what standard of evidence is required to approve or block a system, what escalation path exists when the board and the development team disagree, and what ongoing monitoring obligations apply to deployed systems. A charter that is vague on authority will be rendered impotent the first time it challenges a commercially significant AI deployment.
